1.10 Training requirements Personnel shall be trained in the contents of dangerous goods provisions commensurate with their duties and responsibilities, before assuming responsibilities. A person who handles, offers for transport or transports dangerous goods must (a) be adequately trained and hold a training certificate in accordance with Part 6 of Canada Transportation of Dangerous Goods Regulations; or (b) perform those activities in the presence and under the direct supervision of a person who is adequately trained and who holds a training certificate in accordance with Part 6 of Canada Transportation of Dangerous Goods Regulations. An employer must not direct or allow an employee to handle, offer for transport or transport dangerous goods unless the employee (a) is adequately trained and holds a training certificate in accordance with Part 6 of Canada Transportation of Dangerous Goods Regulations Part; or (b) performs those activities in the presence and under the direct supervision of a person who is adequately trained and who holds a training certificate in accordance with Part 6 of Canada Transportation of Dangerous Goods Regulations. Where the carriage of dangerous goods involves a multimodal transport operation, the personnel shall be aware of the requirements concerning other transport modes. Different requirements according to the transport mode: Road Marine Air Fully regulated training training training Small partially excepted - - training Small Excepted - - adequate instruction (*) (*) For small excepted lithium batteries contained in equipment or packed with equipment, shipped in Section II, IATA require that any person preparing or offering cells or batteries for transport must receive adequate instruction on these requirements commensurate with the functions for which they are responsible; information on adequate instruction can be found in § 1.6.2 IATA DGR At a minimum, an employer should consider the following as being adequate instruction: • Classification of lithium batteries being shipped. • Documentation of procedures applied to lithium batteries being shipped. • Written work instructions or other documentation, including automated controls. • Review and understanding of documented procedures as applicable to the job function. • Instruction records including date(s) for all employees. • Refresher instructions provided at a minimum every two years or as the documented instructions are revised or regulations are changed. • Reverse logistics, including transport mode and applicable prohibitions.
